We have a problem clearing one of our cargoes stock at Onne seaport Nigeria. May we ask you to intervene and help us move forward.

Cargo importation was initiated last year, with our 6-months-bound SON importation Permit. Form M was processed around February this year. Shipping process initiated before the expiration of the said permit. Now we tried to activate the expired Import Permit for PAAR application with the SON. Response is that our permit is blacklisted and activation denied. Cargo is on ground, and storage charge is accruing.”

“Kindly study the situation and let us know the best options left to enable import clearance of the cargo.”

IMPORT PERMIT APPLICATION: OUR RESPONSE TO THE PROBLEM

Many thanks for the email above.

We have studied the issue as requested. Also, we contacted SON to find out what could have be the reason for blacklisting an import permit for a customer in your situation. and the response from the electronic Product Certification unit of SON indicates that your permit is expired. Hence, cannot be used for PAAR any longer.

IMPORT PERMIT APPLICATION: OPTIONS AVAILABLE FOR THIS SHIPMENT

  1. Clear Cargo on Direct Assessment. Based on attached invoice value, this would be fastest means. Clearing cost implication is NGN500, 000.00 besides duty, and all other handling charges.
  2. Apply and Request for a One-off (Single) Import Permit. This is a little slower option. Price paid to SON is assessed base on item of import and invoice value. Our service charge for permit processing is NGN55, 000.00.
  3. Request for SONCAP Default Certificate. This is usually of more cost implication. It’s like payment for failure to follow the conventional shipping method. Similarly, price to SON is estimated at NGN400, 000.00.

Let us know which of the options stated above is good for you and we can continue further. Also, indicate what level of service you would like us to perform. Do you want us to take up the entire cargo clearance process from where it is or simply solve the import permit issue.

Please go ahead with the processing of one-off import permit, and let us have the demand note from SON as soon as ready.

As per what we want you to do, this project is being handled by another cargo clearance vendor. However, the import permit issue was given to you because the other vendor does not sound optimistic on how to solve the hassle. So, we want you to do the import permit aspect and we can hand it to them to proceed.”

IMPORT PERMIT APPLICATION: OUR RESPONSE TO SON:

Dear SON e-Services,

We got the rejection mail from you on our request for import permit for a one-off shipment that was originally part of items in a 6 months permit that is now expired.

Note that following and allow this permit to move on:

  1. This shipment is part of a project that you issued a 6 months import permit before, but was the last batch before the expiration of the permit.
  2. We used import permit to obtain Form M.
  3. The initial permit is expired.
  4. SON PC is impossible because we have form and only need PAAR.
  5. Shipment is already in Nigeria and cannot go back to origin for SON PC Certifications
  6. Storage charge is already high on us.

  1. Already got FORM M with the expired permit
  2. The permit used for Form M with these 2 items covered.
  3. Final invoice
  4. Packing List showing items detail

Kindly understand the peculiarity of this issue and allow the import permit application go through.
