WHAT IS FORM M IN NIGERIA?
Many first-time importers are concerned with trying to know the definitions of terms, acronyms and codes used in the industry. For the sake of these friends, I am writing articles like this one. Form M is the first official declaration of goods to government agencies. Such agencies as the central bank of Nigeria and the Nigeria Customs like to know in the first instance, an estimate of what you want to import into Nigeria. This quest for information of products is one of the reasons served by the Form M system. The Form M serves another important reason that concerns every user of products. Without the Form M for instance, there wouldn’t be any reason for the importers to seek for product certification. This is because to obtain Form M, the item of import must be certified feet for its purpose by relevant regulatory agency.
Virtually all products imported into Nigeria are certified by the Standard Organisation of Nigeria (SON). Food products and medicines fall under the supervision of the National Agency for Food and Drug Administration and Control (NAFDAC).

WHAT IS BULK FORM M?
Bulk Form M is a Form M that covers more than one importation process of the same product(s) within a validity period of one year. What it means is that the importer will be importing the same product in more batches within 12 months period. Therefore, the importer must ensure that items so covered in the Form M are what are imported using the same Form M number.
The benefits of bulk Form M are as follows:
- Bulk Form M allows for continuous batch shipment within validity time
- The importer does not have to obtain product certifications all the time
- Time spent processing Form M for each import is eliminated.
- Allows importer to import at will
- Validity period of Form M can be extended.
- Suitable for large scale projects with predefined products.
- Excellent for food products importation for commercial reasons.
Unlike the traditional Form M issued for a particular supply contract, Bulk Form M serves for continuous batch importation of same products. Importers whose products require regular permits will appreciate the use of bulk Form M. The foremost example I can recall is that of food products importation for commercial reasons. This kind of import is regulated by the Food Safety and Applied Nutrition (FSAN) department of NAFDAC. The importer must request for permit to process Form M each time from the Port Inspection Directorates.
